Selected Peer-Reviewed Journal Articles, Conference Papers, and Public Policy Submissions
My research interests underpin my Seanad Éireann legislative and policy programme. I have included a number of papers under three headings of Gender & Education, Irish Neutrality, and Ireland & the European Union here. These contributions to my own academic discipline can enable prospective voters to make an informed decision on my expertise, values, and policy agenda.

Recent publications (click on the documents below to view or download) include an Opening Statement and Submission on Irish neutrality and the Triple Lock to the Oireachtas Committee on Defence and National Security (June 2025); an article in a special issue on Irish neutrality for Rundale (forthcoming August 2025); a book chapter on the Resilience of Irish Neutrality (2024) in the book Neutrality After 1989: New Paths in the Post-Cold War World, published by E-International Relations, explaining the current struggle in Ireland to retain active, positive neutrality; a number of community engagement presentations on Irish neutrality (Neutrality Roadshow, 2025; Irish Neutrality League, Cork Neutrality League, Galway Anti-War Alliance, 2023); a book chapter on Neutrality: Frank Aiken's Legacy and its Lessons for the Conflict in Ukraine, in Action From Ireland (AfrI)'s book A Force for Good? Reflections on Neutrality and the Future of Irish Defence (2022) explaining how Minister for External Affairs Frank Aiken's neutrality-based activism at the United Nations (UN) provides a blueprint for resolving the current conflict in Eastern Europe; and an academic peer-reviewed journal article A sheep in wolf’s clothing? examining Ireland's approach to nuclear disarmament in the context of her membership of the European Union (EU) and her long history of neutrality-based activism in this area at the UN. These publications and presentations might prove interesting reading in the context of the Government's determination to abolish the "Triple Lock", a central component of Ireland's active, positive neutrality that ensures Irish troops can only be deployed on peacekeeping missions with a UN mandate.
